Widespread Devolution

After his election Tony Blair announced a program of reforms amounting
to a virtual institutional revolution in order to democratize the
United Kingdom through widespread devolution of power : an elected
parliament in Scotland, Wales and Northern Ireland, the creation of
regional development agencies, a local governement reform and the restauration of an elected city government in London. In the more advanced cases (devolution in Scotland and Wales) as in the more timid
(regional development agencies and local government reform) the
transfer of power is strictly limited through budget constraints. The
dynamic of reforms is as much the result of local mobilization and of
the need for the Labor party to pay back its political debt as of a clear
agenda for decentralization. Despite the devolution decisions the labor
leadership intends to maintain a strict political control over the process,
at the risk of strengthening nationalist feelings in Scotland and Wales.
