The May 13, 2001 general election has witnessed the triumph of the centre-
right coalition. However its victory as far as the number of seats is
concerned should not mask a decline in the number of votes received.
This victory is less the result of Berlusconi’s charisma, which is contested
even in his own camp, than of its political strategy : he was able
to unite antagonistic political forces around his own dominant party,
and to impose his style of campaign as well as his political project, succeeding
in imposing his strategy even to his adversaries. In an electoral
system characterized by the volatility of the electorate and the complexity
of the ballot, victory will go to the candidate most able to take
advantage of this complexity and, more important, to lead a united front
in the campaign.
