Umpire or Leader of the Opposition ?

The nature of the presidential mandate during a period of cohabitation
depends on the political and institutional situation of the President
before he loses his majority and on the balance of forces at the beginning
of the cohabitation period (i.e. his responsability in the electoral
defeat, the resources and support he can muster). These preconditions
determine the status of the cohabiting President. He is neither umpire
nor leader of the opposition but holds certain constitutional counterpowers,
that he may decide to use depending on the circumstances and
on his own political future.
