Toward a Professional Status of District Elected Officials in Europe?

A comparative survey developed in five countries (Germany, United
Kingdom, France, Spain and Italy) illustrates the ambiguity of the situation
of district officials in Europe. Although they are increasingly
caught in a professional logic, this is not entirely acknowledged since
none of these countries has adopted a real status for the local official.
Even though real progress has been made, in particular in term of
remuneration, other aspects, such as the organization of the work schedule,
and more importantly training, indicate that while district officials
are no longer de facto voluntary they are not yet de jure professionals.
