The problem of corruption in the USSR

During the short reign of Andropov the problem of corruption became one of the priorities in the Sovietic political agendum. The word is still very ambiguous in the USSR. The author of this article will try to differenciate between the corruption organized under Stalin by the party itself and a corruption which can be interpreted as a spontaneous effort of the people to get richer and the unconscious restoring of basic economic categories. A significant decline of corruption in the USSR would imply both a decisive progress in the juridical order and macro-economic reforms in favour of the consumers.
