The myth of constitutional stability

Longevity should not be equaled with stabiUty in the constitutional area. The Federal Constitution has endured deep changes, through constituational amendments or through judicial construction : the division of power between national government and States, the separation of powers between Congress and the President, and the definition of human rights have been shattered as a result. As far as State Constitutions are concerned, they have opened an even wider field to constitutional experiments.
