The labor-union movement and the political System in the 1970’s

How to reconcile its duties as representative of the interest of its members and its role as a political power concerned by the evolution of the entire System. Such is the major political problem, faced by the labor union movement during the 1970’s, which is made even more acute by the multiform crisis which Italy is encountering and by its newly acquired contractual power. The possibilities for a « political dialogue » between moderate claims and reform management of the crisis being limited, not only due to the decrease in available resources but also the nature of the dominant bloc, and due to the absence of a political alternative, there is a slim margin for a labor-union movement torn between the social structure and the political System, between a useless and costly trench warfare and a defacto waiver of its objectives of economic and social change between a social opposition without a future and a subordinate role in the political System. This has resulted in a continual oscillation between these two extremes destabilizing the relation of the political side of the union movement and its membership.
