The financial crisis of the American city

During the past decades, the decline of American big cities has resulted from the historical articulation of the people and jobs from the northern and eastern industrial states to the « sunbelt » states, the suburban sprawl and the balkanization of local government in metropolitan areas. The shortage of local tax revenues and the non-reversible growth of municipal expenditures have been the main roots of the actual financial crisis in the cities. The considerable increase of federal aid to the metropolitan governments could not resolve it : subject to the federal assistance mutability, the big cities are suffering the present-day consequences of « new federalism » policies.
