The political objective of the « founding fathers » of Europe having been
gradually overshadowed by the economic and technocratic drift of the
Community, it is not surprising that the debate around the Maastricht
Treaty should have disconcerted public opinion as well as one sector of the
political elite. However, one the most important reasons for the very existence
of the Treaty is the strengthening of the political dimension of the
Union and the onset of the democratisation process of the Community
political life. Several possibilities exist today to favor the retreat of technocracy
and the return of politics. They oppose and combine the strategy of
cooperation and that of integration of the member States and beyond the
institutional reforms scheduled for 1996 they will tend to focus around the
thorny question of the Union presidency.
