The drafting of the priority legislative calendar, a power without opposition

The government has inherited from the Constitution the power to determine the legislative calendar by priority. The regulation of the National assembly and the practice noticed since the beginning of the Fifth RepubUc have had the effect of strenghtening the privilege of the executive branch in this area.

The power of the assembly to adopt a legislative calendar in addition to the one fixed by the government is hardly used because of the difficulty of the process. Neither the majority nor the opposition use the rights granted them by the regulation of the organization of general discussions of bills, to protest, when necessary, against executive proposals. In fact, the legislative calendar is almost exclusively in the hands of the governement whose power has no real opposition.
