The american education debate

In American education a great reform effort is now trying to set higher minimal standards of achievement, particularly for high school graduation. This movement operates within the states and in local school districts, where local leaders, business and professional, who are not educators, insist that the level of achievement of American students be raised.

It succeeds an earlier movement, dominant in the 1960’s addressed to minorities and minority needs. Since minorities, and in particular blacks, still reach a much lower level of achievement than whites, new minimal standards will mean that fewer blacks get high school diplomas and enter college. Under these circumstances, the new movement must soon face an irresolvable dilemma.
