Originating in temporary circumstances, cohabitation has tended to
become a normal system of government. Before the legislative elections
of March 1967 de Gaulle had envisaged a defeat of his majority in the
general election. At the time, he told the author that he would form a
government of administrators, higher civil servants and experts in relation
to which the National Assembly would have to take position. In
case of a vote of non-confidence he would dissolve the Assembly and
organize a new election in which his own mandate would be at stake.
He accepted the idea of an American-style cohabitation between an executive
branch and a parliament with different majorities but not a cohabitation
within the executive branch itself.
