The State of Liberties : A Critical Assessment

There is no doubt that France is a free country where fundamental
rights, such as the rights to create associations, to demonstrate, to communicate
freely, are widely exercised. In addition, over the more recent
period, the rule of law has ben reinforced by a clearer international
understanding of human rights, by a higher respect for constitutional
guarantees, and by the development of new legislation. But liberties
should never be taken for granted, as illustrated by the present debates
about the integration of foreigners, or the independence of the judiciary,
as well as by the current reflection about the respect of private life or
the guarantee of the rights of the individual confronted with the resurgence
of communitarianism.
