The Staff of Bercy

The members of the staff of Bercy have an impeccable background, at both the professional and the ethical levels. While their salaries and benefits—far higher than for the rest of the civil service—are commensurate with their competencies, such is not the case of their management. It is, indeed, hampered by a lot of red tape, which greatly limits the efficiency of the staff. This is true in particular for the agents of the two great directorates (Public Finances, and Customs and Indirect Taxation). Since the late 1990s, a major reform of the staff management has been implemented, but in the absence of “a clear political mandate”— to use the words of the Court of Auditors—the results are far from the thorough transformation that is required.
