The Basic Law of Bonn contains a certain number of guiding principles, which are those of the rule of law, and of federal, democratic, republican and social government. It is the first principle, that of the rule of law, which is the most important. On the basis of this principle the judges have developed an exceptional guarantee of the basic rights of individuals, while at the same time giving themselves a possibly too independent power to interpret the constitution.
