The Referendum as the Blind Spot of French Republicanism

The history of the use of the referendum in France looks like a missed encounter with a republican intellectual and institutional universe that seems a priori in tune with the underlying values of referendum democracy, such as the sovereignty of the people and the participation of citizens in the collective quest for the general interest and the common good. With the notable exception of the Gaullist period, rare are the occasions when referendum and republic have been in harmony. The conceptual and contextual obstacles that explain this mistrust of the French republican tradition in the referendum have evolved over time, but they persist to this day when referendum democracy has become a demand of alter- native political movements usually seen as anti-establishment.
