The Prime Minister as an Economic and Social Actor

The Prime Minister is a major actor in the economic and social fields.
His role varies according to the periods and the issues at stake, in particular
as far as his relationship with the President and the ministers is
concerned. Concretely, his main function is one of proposition and
arbitration. The task of preparing and implementing policies is that of
the ministers. To the public he appears as a recourse and, under the
authority of the President, he is seen as the guardian of social peace and
prosperity. He plays a major role in solving conflicts and stimulating the
dialogue between social groups.
