The President of the Republic : An Office at the Crossroads

While certain people are concerned by the attacks against the presidential
office and others, on the contrary, seem ready to reduce the role
of the president, the author tries, first, to understand the problems
affecting the presidency today. Because responsibility and power are
inescapably linked in a constitutional democracy, the lack of responsibility
of the president has undermined the basis of his authority. After
three periods of cohabitation and the introduction of the five-year
term, the price to pay for the preservation of the presidential office has
been its downsized authority which could only be restaured to its former
status through a more democratic exercise of the office.
