The Parliamentary Control of Presidents in a Semi-Presidential System

In European semi-presidential systems, the control of the President possesses specific features that help to differentiate it from the forms of control practised in presidential or parliamentary regimes. Notably, in certain semi-presidential systems with a prevalence of Parliament, the extraordinary control procedures have been shaped in order to conciliate them with the democratic legitimacy of the President. On the other hand, in front of an incapacitated President, it is difficult to apply ordinary control procedures. In contrast, in the European regime in which the presidency prevails—France—the extraordinary control is combined with indirect and informal forms of ordinary control that have developed in order to rebalance the President’s informal superpower.
