The Opposition or the Symbolic Trial of Power

The opposition is much more than a simple numerical minority. The
hypothesis developed here is that it has construed itself through a
transposition of the historical model of the penal responsibility of
ministers : the parliamentary majority plays the role of the defense, and
the opposition that of the accusation. One could speak, in this regard,
of an accusatory structure of the English public debate which gives its
full meaning to the phenomenon of the opposition. The importance of
the penal symbolism of the opposition is not just historical : the image
of the trial has indeed made it possible for the opposition to find a legitimate
place, to fuel political conflict while fostering a fundamental
consensus about the regime. Without such a consensus, the opposition
has not been able to develop itself fully (in concordance regimes) or
has been legally recognized only partially (as in the French example).
