The Non-Existent Local Civil Service

After having established the generai framework of the decentralisation process and the distribution of powers and responsibilities, the legislators wished to allot the necessary human ressources to the local authorities through the creation of a local civil service similar to the national one.

Seven years after the passing of the Local Civil Servant Statute, the atmosphere within local authorities is rather sullen. The disillusion is a resuit of the shortcomings of the Statute, the crisis of recruitment, the deregulation of the system of indemnity and the increasing number of employees on short-term contracts. Unity, parity and specificity were the main characteristics of the Local Civil Servant Statute. But the reality is so different that they have lost ail meaning. However the Statute should not be repealed, provided the civil servants and elected officiais manage to unite their efforts and propose changes aiming at overcoming its shortcomings.
