The Mayor in the 20th Century: The Rise of a "Sympathetic" and "Untouchable" Figure of the Republic

The Third Republic was a period of enhancement and promotion of the figure of the mayor. Its history highlights the essential political and social mediating role played by municipal magistrates. The State would not have been able to fulfill its missions without the support of these elected officials protected by the municipal charter of 1884. Contrary to common beliefs, the recognition of local liberties did not come with the launching of the decentralization process. On the contrary, it stems from the sedimentation of texts and practices which reveal a long history of compromise and mutual consent linking the State to its territorial and local authorities.
