The Mayor, a Different Kind of Financier

Pouvoirs n°148 - Le Maire - janvier 2014 - p.31-42

Although they are globally responsible for the management of budgets which represent more than 6% of the national gross domestic product, mayors are financiers of a different kind. With no prior training in this field, they have to learn to go beyond (and often distrust) hazardous financial techniques in order to exercise fully their financial responsibility. The latter calls for a synthesis between short term solutions and the need for multi-annual strategies, and is the key to the effective functioning of the public services they have the duty to run for their citizens. The article offers some reflections that may provide guidance in that domain.
