The Law of the Street

The law, as it applies to the street, is characterized by the constant
search for a balance between the respect of fundamental civil liberties,
such as the right to move and to park, and the restrictions of these
liberties imposed on certain users of the street in order to facilitate the
circulation or the parking of other users. Users are extremely numerous
and diverse, be they store owners, car drivers, pedestrians or dog
owners, and therefore the proper balance between authorization and
prohibition fluctuates according to time and space. To the diversity of
users must be added the diversity of the authorities in charge of regulating
the circulation, the occupation and utilisation of the street.
