The concept of sovereignty developed graduaUy from the 13th century onward, at a time when the Western States were attemting to assert themselves in front of the dechning Empire and the thriving Papacy. They substituted the vision of a universe totaUy submitted to the papal autocritas and the impérial potestas with that of a divided world in which each new pohtical entity had to guarantee its own independence, not only by asserting its sovereignty but also by building and managing it on the international scene as well as internally.
