The Inadequacy of the State of Emergency for Fighting the Jihadist Threat

The state of emergency is not adapted to the fight against terrorism. Designed in 1955 to contain insurgent groups, it is not suitable to fight the jihadists whose goals are different. Like France, Western democracies have adopted, under emergency conditions, mechanisms to fight an internal enemy. Although a threat to freedom, the state of emergency conveys the “feeling” that the government is doing some- thing. However, it would be more appropriate to increase the cooperation between intelligence agencies in order to confront the jihadists.
