The contemporary political history of the geographical space referred to as “the Gulf” has been structured by three successive wars which have taken the name of the disputed waters separating Iran and Saudi Arabia. The September 11 attacks have modified the system of international alliances and created the conditions of a rapprochement between Iran and the United States together with a fragmentation of the States belonging to the Cooperation Council for the Arab States of the Gulf, both at the expense of Saudi Arabia. The Arab Spring has deepened these fault lines while the empowerment strategy of Saudi Arabia’s neighbouring states, which have declared a competition between the Gulf and the Mediterranean as the hub of international exchanges, remains fragile at a time when oil prices are declining.
