The French and their constitutions

French opinions have evolved as regards the institutions as well as the constitutional idea in itself. From 1789 to the birth of the IIIrd Republic the French strongly emphasized the idea of the constitutional pact. Since 1875 the triumph of the Republican idea has developed partly at the expense of the constitutional idea itself. The third period dating from 1939-1944 has been marked by a rehabilitation of the idea of a fundamental pact as a general consensus gradually built up around the institutions.
