The Fifth DOM: Myth and Realities

At the turn of 2000, 590,000 persons « from the DOM-TOM» were
living in France. The population of this « fifth DOM » includes the
natives who have migrated and their children born in France. In the
recent period, this population has not been spared by the economic
crisis, high unemployment and the increase of job insecurity. Today,
the natives of the DOM hesitate to take the risk of a durable transfer in
France ; they prefer to experiment and, in case of failure, they quickly
go back «home». Such a strategy that increases the circulation between
the DOM and France is particularly followed by the young from
the Reunion. Conversely, there is a growing immigration to the overseas
territories, from France or from other countries. On the local
labor markets competition is becoming more intense, including for the
young graduates returning home after studying in France, and tends
to benefit the natives of the home country.
