The Federal Power

The federal power results from and supports the universal network which regroups within the same institution the athletes, the leaders, the clubs, the national and international federations. This private System is a highly interdependent structure. It has been for some time under pressure both from the national states and the economie powers and it will be able to resist only if its main elements in particular the federations can adapt to the evolution of the social and economie situation.

The federal power cannot just limit itself to acting as the policeman of the sports world. However it does not have the means of becoming the guardian angel that so many people would like it to be. It wul be able to maintain its position only by becoming the centre of different partner-ships, that is to say a « power manager ». Such an evolution can only be brought about by a serious transformation of the existing structure, which would give more room to professional managers and administrators.
