The Confrontation Between Political Responsibility and Other Forms of Responsibility of the Rulers

Paradoxically political responsibility is seldom studied in France. This
is probably due to the fact that French political history, rather tumultuous
from the constitutional point of view, has never led to the institutionalization
of the articulation between the action of the rulers and
the control of the governed. As we are now witnessing an increasing
social demand for responsibility, opting for the criminal responsibility
of the rulers does not seem a satisfactory solution, and the arguments
of those who advocate it (for the rulers as for civil servants) indicate a
lack of knowledge of the virtues of classic public law and of the necessity
of maintaining a special status for the State “representatives”.
