The Business Tax : Government Caught in a Net

The « Patente », paid by business to local government, was an inequitable tax. The Business Tax, « taxe professionnelle », which succeeded it in 1976, added other defects : unsettling the rules of competition, penalizing industry and particularly labor intensive business, slowing hiring and investment. The law of January 10, 1980 sought a solution to break out of this deadlock by changing the method of calculation of this tax. The Tax Department used the change of government to sink a reform which did not have its blessing.
