The 2014 Primaries: Balance Sheet and Lessons for Local Democracy

Introduced by stealth in French politics in 2011, the revolution of French-style primaries allowed the Socialist Party to designate a winning candidate for the 2012 presidential election. Though initially contested, this mode of designation has become generally accepted and is now a reference for many political parties. First introduced at the national level, its transfer at the local level for the March 2015 municipal elections in Paris, Lyon, Marseille or Le Havre has also been an undeniable democratic success. Despite a nuanced political balance sheet, local primaries seem destined for a bright future, at one condition: they should not be envisaged as a local duplication of a national procedure, but as a genuine democratic revolution based on the necessary revitalization of our local democracy.
