The 1993 political change and the constitutional stakes
Pouvoirs n°71 - Le nouveau Japon - novembre 1994 - p.43-51
The 1993 political change could very well be an illusion. Instead of producing
a two-party system opposing the traditional conservative forces to the
reformists, the political decomposition could bring about a “great coalition”
within which the remaining forces of the left would disappear.
Nevertheless, the debate about a possible revision of the Constitution
reveals real political differences. The differences exist within each regroupment
and could bring about very complex realignments. However Japan
should preserve its pacifist Constitution which makes it an exemplary,
albeit “abnormal”, State.
