Shore Shift. When the South Shall Think the North

What is the future of the North-South cooperation in the Mediterranean? If the initiatives in that respect have failed so far to shift shore- lines, this is due to the fact that they are promoted by a North that intends to act—often in its place—for the good of a South in search of political unity. The trends should be reversed on both sides: we must let the peoples express themselves and move the centres of decision for a Mediterranean citizenship to emerge. The current equilibrium is not conductive to such a shared dynamics, but a new momentum could change everything.
