Russia is no longer a superpower and is not likely to become one again
in the near future. It is paralyzed by a debilitating domestic crisis and
external constraints which limit its choices. The decline of the ruble in
1998 illustrates the danger resulting from the combination of a weak
state with economic dependency. Within a few years a weakened Russia
has had to face the opening to the world and entry into the era of globalization.
It no longer has enemies but has no allies either. It has not
been able to reorganize its relationships with the countries of the former
USSR and the states of Eastern Europe. The Western countries
continue to play an important role given the attraction of the European
way of life and economic aid. Nevertheless Russia is improving its relationships
with its Asian neighbors and is adapting to the fact that it is
no longer a superpower but only a regional power.
