Review of the thirty three years of republican Constitution.

Thirty three years after its birth a review of the historical experience that the Italian Constitution has had, cannot be limited to noting the difference between the model and the use made of it : one must also try to analyse the political-institutional efficiency and functionalism in light of the process of evolution of the Italian society. To do so, the study cuts cross-wise through the working aspects not only of the constitutional institutions, but also the principal representative and interest-group structures which make up the Italian political System. It utilizes a series of structural observation points which are part of the dynamic of the decision making process at the point where governmental action takes shape.
The analysis follows two parallel routes : a critical historical reconstruction of the process which starting from the background of its founders has lead to a definition of the institutional design and a review of the parallel and successive processes on which were founded the factual arrangements and by which the true efficiency of the constitution was shown. The discussion underlines the material reasons which today produce a renewed interest for the polemic over the suitability of the model.
