Regional political elites

Based on the recent experiences of the Belgian, Italian and Spanish regionalization process, the authors discuss some aspects of the formation, the position and the particularities of regional political elites. The article focuses mainly on recruitment patterns of regional deputies, the existence and the degree of autonomy of regionalist parties, their alliances or their structural and personal links with the national (central) parties and their political representatives.
Taking into account some elements of the visible conflict and cooperation lines between political actors in the center and in the periphery, the authors come to the conclusion that there is no evidence for a lasting antagonism between regional and national political elites and the expression of their political will ; rather the regional elites may be considered as an element of pluralism in a political system.
