Récurrences and paradoxes : a history in counterpoint

The origin of the parliamentary institution is almost always traced back to the history of the English Parliament which is presented as a universal model. This is a limiting approach which ignores the continental archétypes. Through the study of an often ignored example, the Swedish Frihetstiden one can see at an early period the determinism which will lead to the fadure of the aU-dominant Parliament. A few contemporary phenomena are then studied. If Parliament no longer appears clearly as the « destiny of democracy », the restriction of its status and of its rôle appears to be very différent from one country to the other and culminâtes in France under the guise of a « presidential subversion ».
