Presidential levers on government policy

The elections of March 1986 led to the replacement of France’s « integrated » executive, within which tasks were shared out in a framework of indisputed Presidential leadership, by a « coexistential » model, under which both President and Prime Minister have used their respective constitutional powers to develop independent political strategies. In this new context, the President can bring three levers to bear on government policy. He presides over the Council of Ministers : he can refuse, under Article 13 of the Constitution, to sign certain government decrees : and he has specifie constitutional powers in the areas of defence and foreign policy.
