Parliament

When trying to describe the role of Parliament under the Fifth
Republic, one often ends up complaining about its weakening or its
decline which could only be reversed through institutional change. If
such an action should be taken, notably through a reform of article 20
of the Constitution according to which it is up to the Government to
« determine » the policy of the nation, it would not be sufficient to put
the Parliament back in the center of our political institutions. A profound
change of mentality would also be necessary, regarding the organization
and the role of the Senate as well as the status of the opposition
in the National Assembly.
