Parliament referral of government bills to the Constitutional Council, 1981-1986

Although the methods of referring bills to the Constitutional Council have hardly changed since 1981, there has been a noticeable increase in the number of referrals. This development has had significant institutional results : the process of drafting bills has changed the freedom of manoeuvre of political actors has been limited, and an institutional balance that is quite new under the V Republic has emerged. While the Council position has thus been reinforced, its members hope to avoid an indiscriminate proliferation of referrals.
