Parliament and the Priority Preliminary Ruling on the Issue of Constitutionality

Whereas the 2008 revision of the Constitution opened the way for the
priority preliminary ruling on the issue of constitutionality, it is really
parliament that gave birth to it, by presenting it as a question rather
than an exception, and declaring it priority rather than ex ante or preliminary.
Considering itself the father of this new procedure, parliament follows
its growth, is irritated by what hampers it and is ready to intervene to
protect it if necessary, although it has the most to suffer from its successes
when its legislative measures are judged negatively and it must
redraft them within an imposed time limit.
