Parliament and the Periods of Cohabitation

Have the successive cohabitation periods reasserted the power of
Parliament ? While the founders, actors and observers of the Fifth
Republic stress with pleasure and malice the decline of Parliament, has
the reversal of the political balance of forces within the executive branch
put an end to the lifelessness of the Palais-Bourbon and the Palais du
Luxembourg ? The system of cohabitation finds its origin in the
Assembly. Then the political and institutional mechanisms resume their
natural course.
