Non-Governmental Organizations and Public Authorities : The Example of the Policy of Cooperation and Development

Although for the most part managed by the government, the French
policy of cooperation and development has very slowly and modestly
opened up to the role of International Solidarity Organizations (ISOs).
While not unsignificant, the process of institutionalization of such a
collaboration is limited by the desire of both parties to preserve of their
prerogatives and identities. If public authorities oppose the strongest
resistance, the ISOs being financially dependent and often divided and
in competition with one another are not able to establish themselves as
an essential partner.
