Municipal Power and the Financing of Political Activities

A long-established principle in French law forbids local authorities to
finance political activities. Two laws passed in January 1993 and January 1995 take into account the criticisms addressed to this principle and authorize,
under certain conditions, the financing by local authorities of towns
with more than 100,000 inhabitants, by departments and regions of groups
of elected officials existing within the local assemblies. These new rules
which are, on the whole, totally ignored by the public, remain to be implemented
and respected.
