Ministers’ relations with Parliament and with political parties

There is some « conflict in being » a Minister under the Vth Republic. He is no longer under the protection of his party and his political responsability is mixed with that of the Government. Any of his actions in the political and parliamentary field is subject to the prime Ministerial control and leadership. From Elysée to Matignon the hierarchy by whom he is appointed, maintained and judged is the executive. He should however be an operational man not only in general governmental policy. He has therefore to maintain contacts with the Assemblies.
