Ministers’ powers - and their lack of them.

There is a significant difference between the high-profile position of ministers in pubhc life and in the media and the reality of their constitutional and administrative role. A minister is hedged about by constraints and limitations on his actions that leave him, in many respects, in a subordinate role. His authority over his department does not equal that of a company head over his firm. A minister may, however, enjoy a strong position as a source of political will, as a motor of innovation, and as an arbiter of major choices. The conditions necessary to achieve this are a strong political position, a proven administrative ability, a favourable political context, and talent as a media Communicator.
