Is it proper to talk of a municipal presidentialism ?

The current tendency to talk about a « Municipal Presidentialism » reveals a new justification for the traditional leading role of mayors ; their influence has evolved, beginning with the basic model of 1884, by adapting to the conditions of their activity, as witnessed by the types of municipal authority figures which have appeared on the scene at various times. The political role given today to the municipal authority is understandable as a local image of the central government’s model.
