Is Naturalization an Axis or a Medium for Integration? Looking Back at the Early 20th Century Debate

Naturalization and integration often appear to be linked in the political and philosophical debates. Some argue that naturalization sanctions the path of an “integrated” immigrant, others argue that naturalization, in itself, is a medium for integration that gives access to a set of rights. This debate opposes two conceptions of nationality: on the one hand, it is seen as a “favour” that must be “deserved”; on the other hand, as a right that reduces inequalities. The article examines how the terms of this debate were set in early 20th century France and questions the relevance of this semantic and conceptual alliance. Would it not be better to consider nationality as a status?
